Are WWE Magazine covers too repetitive?

It's because guys like John Cena, Triple H, Undertaker, Randy Orton and Rey Mysterio are very popular and WWE is able to make a lot of money of them therefore they are the top superstars. Other guys you mentioned are not making WWE as much money so they are not the top superstar. It wouldn't make sense to put a mid-card superstar on the cover of magazine. It would be like putting a bench player on the cover of Sports Illustrated.
